Commander's Award For Public Service Ribbon
The Public Service Award Medal (PSCA) can be granted to civilians not employed by Army contractors, federal government officials at the policy development level, and technical members advising or consulting with the Army. This medal recognizes distinguished service or achievements significantly contributing to the mission of an Army activity, command, or staff agency. Approval for the award can come from any commander (Colonel and above), commanders with courts-martial authority, or principal officials of Headquarters Department of the Army staff agencies, including officials of General Officer or Senior Executive Service (SES) rank.
